Summation:
The successful candidate will be responsible to design, provide and document solution designs, prescribe quality goals that meet the outlined requirements as in the business requirement specification. The incumbent will further be responsible to maintain business solution specification(s), quality assures the end product against the business solution specification and quality goals and assists in the implementation and activation of the system for use by the system owner.

Minimum Requirements:

•Minimum of 2 years in Solutions Design OR 5 years in a Software Engineering / Development role Proven results oriented person with a delivery focus Or in a Technical or IT support role
•Minimum of 5 years in a Technical or IT Support role
•Valid Code B Driving Licence
•Both technical (development software, systems development) and business analysis background and management experience
•Good working knowledge of multi-tiered enterprise systems
•Understanding of systems engineering processes, database technologies and design
•Understanding of software architecture methodologies, design techniques and their application
•Knowledge of the applicable business domain, relevant processes and standards and the infrastructure environment and

Summation
•Implement, maintain and advise on OHS Act; maintain the National Occupational Health and Safety Management System; comply with OHS policy; train staff and ensure a safe environment to all employees and clients on Post Office premises within a designated geographical area.
•Responsible for the quality of Occupational Health and Safety advice and support within a region in accordance with the company OHS policy.
•Ensure and coordinate the appointment and training of Responsible Persons and Safety Representatives.
.•Ensure that Safety Representatives conduct monthly safety inspections.
•Ensure and coordinate the appointment and training of Fire Marshals and First-Aid Officers..
•Provides professional Occupational Health and Safety training / advice / service to all Responsible Persons (line management), Occupational
Health and Safety Representatives, Business Unit OHS Coordinators, employees and union representatives.
•Work in a team with Properties and Infrastructure when new offices are being planned.
•Audit workplaces and provide such OHS audit findings and relevant recommendations to Responsible Persons (line management) for rectification
•Investigate serious injuries sustained by employees and clients
•Maintains the National Occupational Health and Safety Management System in order to ensure that
a healthy, safe, secure, ergonomically sound and comfortable work environment is created and maintained for all employees (as well as clients), which afford them the required protection of their
fundamental right to health, safety, security, physical-as well as emotional well-being, human dignity, privacy and self esteem, as is required by legislation, and to protect the SA Post Office and its subsidiaries against losses and litigation.

Key Responsibilities

ADMINISTRATIVE AND COORDINATING
FUNCTIONS:
•Plan day to day actions.
•Administer and coordinate Occupational Health and Safety programmes / initiatives in the SA Post Office, XPS, Docex and Speed Services.
•Compile and control Occupational Health and Safety budget.
•Assist with appointment of responsible persons (Line Management responsibility).
•Approve, authorize and complete all aspects of Occupational Health and Safety according to the Delegation.
•Coordinate all actions and functions relating to Occupational Health and Safety (Ensure that standard forms, procedures et cetera are always used).
•Maintain the National Occupational Health and Safety Management System in order to ensure that a healthy, safe, secure, ergonomically sound and comfortable work environment is created and maintained for all employees (as well as clients), which afford them the required protection of their
fundamental right to health, safety, security, physical-as well as emotional well-being, human dignity, privacy and self esteem, as is required by legislation, and to protect the SA Post Office, XPS, Speed Services and Docex against losses and litigation.
•Identify, liaise and negotiate with suppliers, institutions, NOSA and the Department of Labour.
•Investigate and analyse injuries that occur on company premises. Make recommendations to line management with the aim of preventing similar injuries.
•Investigate injuries sustained by employees in the workplace.
•Compile reports to BU on OHS findings and non-compliance thereof.
•Be part of planning of new Post Offices with Properties and Infrastructure.
•Compile Written Safe Working Procedures (WSWP’s) for various tasks.

ADVISORY FUNCTIONS:
•Provide professional advice, assistance and leadership, with regard to Occupational Health and Safety, to all Responsible Persons (line management), Occupational Health and Safety Representatives, Business Unit OHS Coordinators, employees and union representatives.
•Provide advice according to company OHS policy / OHS Act.
∗Provide input for the interpretation and application of legislation, for example: Occupational Health and Safety Act (Act 85 of 1993) & National Building Regulations / SABS 0400 and Compensation for Occupational Injuries and Diseases Act (Act 130 of 1993)
•Provide input with regard to the construction of buildings. Check all planning documentation and recommend changes to be made.

TRAINING FUNCTIONS:
•Provide professional Occupational Health and Safety training to all Responsible Persons (line management), Occupational Health and Safety
Representatives, Business Unit OHS Coordinators, employees and union representatives.
•Compile and distribute Occupational Health and Safety information manuals and training material

AUDITING FUNCTIONS:
•Audit workplaces and provide such OHS audit findings and recommendations to Responsible Persons (line management) for rectification.
•Audit all new accommodation and (if necessary) recommend or request changes to be made prior to occupation.

RESEARCH AND DEVELOPMENT FUNCTIONS:
•Conduct Occupational Health and Safety benchmarks/investigations

Minimum Requirements, Skills & Abilities and Other

MINIMUM REQUIREMENTS
  • Grade 12 (NQF Level 4)
  • Valid code B driver’s licence
  • SAMTRAC Safety Management certificate while a Presentation Skills certificate will be advantageous
  • At least 3 years experience on C Band with good knowledge of OHS Act and COID Act
 
SKILLS AND ABILITIES
Good interpersonal, supervisory, negotiation, decision making, analytical, organizational and numerical skills. Ability to report on own performance.
Computer literate.
Good communication
