Candidates will be expected to demonstrate their knowledge of government’s legislative and policy framework regulating the provision of sustainable human settlements, as well as experience of managing and co-ordinating the interdepartmental, intergovernmental and intersectoral processes and structures involved in housing delivery and land development.



Candidates will, in addition, be required to demonstrate a practical understanding of the constitutional, legislative and policy framework governing the local sphere of government and, in particular, the responsibilities of a senior manager in terms of the Municipal Systems Act (No. 32 of 2000) and the Municipal Finance Management Act (No. 56 of 2003).



The incumbent will, inter alia, be responsible for:



    Fulfilling the role of manager and head of administration of the Human Settlements Directorate, and co-ordinating and integrating the multisectoral and intersphere processes and demands relating to the delivery of sustainable human settlements.
    Implementing, managing and maintaining the municipal Multidisciplinary Sustainable Human Settlement Policy and Framework within the context of national and provincial government policy and implementation guidelines.
    Procuring the services of building professionals, civil and building contractors and other goods and services in terms of the regulatory framework of the Municipality’s Supply Chain Management Policy.
    Establishing and managing contractual and other relationships with government departments, building professionals, civil and building contractors, and other stakeholders.
    Establishing and maintaining a comprehensive set of management and financial systems and controls within the Directorate and implementing a regular reporting regime in terms of the requirements of the MFMA and municipal accounting standards.
    Contributing to the IDP of the Municipality, developing and implementing a departmental budget in terms thereof, and managing and accounting for funds allocated in terms thereof.
    Managing the human resources of the Directorate, in a highly unionised environment, so as to contribute to labour peace and to minimise disputes.

    Overall managing the health function, including, but not limited to, the provision of primary health care services to the communities of the Municipality through the Municipality’s network of health facilities, ante and post-natal care, prevention and treatment of infectious diseases, with particular focus on HIV and Aids and tuberculosis, occupational health and municipal (environmental) health.

    Managing and implementing the full assignment of the primary health care function to the Municipality, in terms of Section 156 of the Constitution.
    Fulfilling the role of administrative head of the Health and Environmental Portfolio and, as such, being responsible and accountable for the overall administration, legislative compliance, management, performance and strategic direction of the Directorate in line with the Council’s IDP, coordinating reports from within the Directorate and ensuring a uniform and integrated approach, both within the Directorate and between directorates.
    Continuously seeking innovative and cost-effective strategies and ensuring the use of best-practice methods and technologies.
