ICAP at Columbia University (CU) seeks a Project Director (PD) to lead the management of the Technical Support Facility for Eastern and Southern Africa (TSF), which facilitates the provision of quality technical support and capacity development services to help strengthen the delivery of effective national AIDS programs in the Eastern and Southern Africa Region. The Project Director is expected to provide direction, leadership, and management to ensure the programmatic, technical, and financial integrity of the program. The PD is responsible for achieving the planned results set out for the program and will be the primary point of contact with the funder, local government counterparts, and partner institutions. The PD is responsible for overall program management and guidance to team members.
Major Responsibilities:
·         Supervise and manage a team of highly qualified staff and align their efforts with program goals
·         Oversee the program team to ensure effective implementation and coordination of technical support provision and monitor progress toward the achievement of the program goals and objectives
·         Work with finance and program staff to develop and track program budgets
·         Harness human, technical, and financial resources to support an effective, efficient, sustainable and high impact AIDS response in Eastern and Southern Africa
·         Ensure timely and accurate reporting of program activities and results to the funder
·         Present progress, achievements, and lessons learned to key stakeholders, including the funder and clients of the TSF
·         Assure the quality of the technical interventions being implemented in each short – and longer-term technical support assignment, as well as the quality of professional development activities
·         Assure the sustainability of interventions
·         Troubleshoot to prevent and resolve potential problems and review outputs for quality control
·         Represent the program in all matters pertaining to the execution of program-related activities before the funder, relevant governments, and other partners, including interactions with the most senior levels representatives of these institutions
·         Cultivate relationships with ministries of health, National AIDS Commissions, and Country Coordination Mechanisms in the regions
·         Serve as the primary advocate for the program with governments in the region and other national/international partners
·          Increase the visibility of the program through representation at high-level visits with UNAIDS, Ministries of Health, and other key stakeholders
Education:
·         Advanced degree in public health, public administration, social science or related fiel
·         Experience, Skills & Minimum Required Qualifications
·         A proved record of excellent management, leadership, decision-making and interpersonal skills
·         At least ten (10) years of experience working in the global public health field
·         Demonstrated experience providing HIV/AIDS-related technical support to governments, government stakeholders or civil society organizations
·         Demonstrated experience participating in high-level policy and/or strategic planning development
·         Demonstrated experience managing donor-financed projects
·         Experience in leading change, institutional reform and organizational development desired
·         Excellent interpersonal, facilitation and communication skills
·         Fluency in English, both written and spoken
·         Previous experience in eastern and southern Africa preferred

The position requires a high level of technical, analytical, and managerial abilities, as well as experience and sound judgment. The PD is expected to provide vision, direction, leadership, and management to ensure the strategic, programmatic, technical, and financial integrity of the program. The PD will guide overall program administration, technical implementation and fiscal management and will be the primary point of contact with the funder, local government counterparts, and partner institutions.

Major Responsibilities:

·        Work with technical and programmatic leads to ensure effective implementation and coordination of program activities and monitor progress toward the achievement of the program goals and objectives

·         Prepare briefing documents on the program at the request of CDC and/or the Ministry of Health
·         Identify and follow up on opportunities for research, survey and learning

 Education:
·         A Master’s Degree or higher in medicine, public health or a related subject area

Experience, Skills & Minimum Required Qualifications:
·          
      A proven record of excellent management, leadership, decision-making and interpersonal skills
·         Extensive HIV-related programmatic experience
·         Significant experience leading capacity-building initiatives
·         At least 5 years of senior level management experience in designing, implementing and managing HIV-related projects in developing countries
·         At least 5 years of experience living or working in a developing country

Over view

Reporting to the Director of ICAP at Columbia University, the Country Director of South Africa serves as the primary ICAP representative in South Africa. Responsible for the strategic leadership and direction of all of ICAP’s programs of research, technical assistance and training in South Africa. Manages all aspects of the country program including technical, programmatic and operational aspects while ensuring optimal use of human, financial and physical resources and for full compliance with donor regulations and requirements and University policies. Leads the implementation and monitoring of ICAP’s portfolio of work in-country and provides administrative supervision to South Africa-based ICAP staff who work regionally in support of ICAP’s work in other countries. Develops and maintains highly collaborative working relationships with representatives from the Government of South Africa (GOS), academic institutions, donors, supporters and other implementing and collaborating partners.

Duties and Responsibilities:

·         Provides strategic leadership to the design and implementation of country programs, projects and activities and oversees program planning, monitoring, reporting and evaluation.
·         Ensures optimal use of human, financial, and physical resources to successfully meet project milestones and technical quality standards, and to achieve project objectives, deliverables and targets.
·         Provides leadership and manages to ensure that all projects and activities are executed in line with and meet the technical standards and expectations of ICAP and its donors and supporters.
·         Oversees and coordinates the successful completion of planning and budgeting requirements of the country office.
·         Ensures mechanisms are in place to monitor the implementation of projects, including progress toward achieving objectives and targets with high quality and on-time performance.
·         Provides effective oversight to all financial and administrative functions undertaken by the country office to ensure efficient and effective and the provision of sufficient administrative support to all projects.
·         Ensures that all activities are undertaken in full compliance with ICAP standard operating procedures, Columbia University and donor policies and regulations, and national policies and laws.
·         Develops and maintains highly collaborative working relationships with representatives from the Government of South Africa (GOS), academic institutions, donors, supporters and other implementing and collaborating partners.
·         Ensures documentation and dissemination of findings, impact, innovations, and lessons learned.

Education
·         MD (or international equivalent), PhD, MPH, or other relevant advanced degree in the fields of public health or international development
·         Experience, Skills & Minimum Required Qualifications
·         Minimum eight (8) years of experience managing large international public health or human development programs with at least 5 years of experience in managing public health programs in resource limited settings
·         Experience in HIV/AIDS program development, implementation and monitoring in resource-limited settings
·         Demonstrated knowledge of technical content areas relevant to the current projects within the ICAP South Africa country portfolio
