EXECUTIVE DIRECTOR: PUBLIC HEALTH

The Health and Environmental Services Directorate will be responsible for delivering primary health care services within the jurisdiction of the Municipality, as well as performing the environmental and occupational health functions, environmental protection, management of parks, and the waste removal and disposal function.
The incumbent will be accountable to the Municipal Manager for managing the Directorate.
Applicants must have an appropriate degree or equivalent tertiary qualification relevant to the skills required for the post and must be able to demonstrate extensive experience in the management of a substantial staff complement, fulfilling disparate functions, and a significant budget in a public sector environment.
Candidates will further be required to demonstrate extensive senior management experience in an equivalent field.
Candidates will be expected to demonstrate their knowledge and experience of management in a highly unionised environment and of inter-governmental relationships.
Candidates will further be required to demonstrate a practical understanding of the statutory and regulatory environment governing the health and environmental sector, with particular focus on local government responsibilities, as well as of the constitutional, legislative and policy framework governing the local sphere of government, in general, and, in particular, the responsibilities of a senior manager in terms of the Municipal Systems Act, No. 32 of 2000, and the Municipal Finance Management Act, No. 56 of 2003.
The incumbent will, inter alia, be responsible for constituting part of the Management Team of the municipal administration as a whole and, more particularly, fulfilling the role of manager and head of administration of the Health and Environmental Services Directorate, reporting to and accountable to the Municipal Manager. The incumbent will, inter alia, be responsible for:
Overall managing the health function, including, but not limited to, the provision of primary health care services to the communities of the Municipality through the Municipality’s network of health facilities, ante and post-natal care, prevention and treatment of infectious diseases, with particular focus on HIV and Aids and tuberculosis, occupational health and municipal (environmental) health.
Overall managing the environmental services function, including, but not limited to, waste management, through the implementation of the Municipality’s Integrated Waste Management Plan, delivery of a domestic refuse collection service, trade waste removal service, operation of landfill sites, street sweeping and cleansing services, environmental management, through the implementation of the Municipality’s Integrated Environmental Plan, and management of parks and public open spaces, including cemeteries.
Managing and implementing the full assignment of the primary health care function to the Municipality, in terms of Section 156 of the Constitution.
Fulfilling the role of administrative head of the Health and Environmental Portfolio and, as such, being responsible and accountable for the overall administration, legislative compliance, management, performance and strategic direction of the Directorate in line with the Council’s IDP, coordinating reports from within the Directorate and ensuring a uniform and integrated approach, both within the Directorate and between directorates.
Continuously seeking innovative and cost-effective strategies and ensuring the use of best-practice methods and technologies.
Managing human resources within the Directorate, that has a staff component of approximately 1 100, in a highly unionised environment, so as to ensure labour stability and to minimise disputes.
Developing, implementing and controlling an annual Operating Budget of approximately R300 million and an annual Capital Budget of approximately R40 million and maintaining a comprehensive set of management and financial systems and controls.
