Job Title: Head of SADPA (DDG Level)
The Department of International Relations and Co operations.
Salary: R1 136910 per annum. This all-inclusive remuneration package consists of a basic salary, the State's contribution to the Government Employees Pension Fund and a flexible portion that may be structured in terms of the applicable rules.
The successful candidate will be required to sign a performance contract.

Requirements:
-An NQF Level 6 or equivalent coupled with suitable Executive Management experience.
- Proven Knowledge or an in-depth understanding of SA's foreign policy, African development and international development cooperation.
-The ability to manage the development cooperation aspects of relations with partner Governments, multilateral institutions,and other partners/stakeholders -Experience in setting-up development cooperation programmes and projects in foreign countries.
-The ability to innovate ,negotiate and inspire the Agency and its staff to become an effective instruments of SA foreign policy and to achieve a high performance and quality driven culture.
-Sound experience in stakeholder management and partnership development
-Ability to manage for results,to ensure value for money and to communicate results.Knowledge of pertinent legislation.

Duties:
Facilitate the development of the Agency and all its required systems.Provide strategic direction and leadership as well as manage the Agency and the African Renaissance Fund(ARF) to fulfill the following business functions.Ensure effective management and admin of the ARF.Develop policy guidelines on outgoing SA development cooperation and ensure coherence throughout Government in the implementation.Support the effective and efficient functioning of the ARF Advisory Committee. Advise the ARF Advisory Committee and Minister on the Feasibility of programme and project proposals .Initiate,develop and support programmes and projects in respect of outgoing development cooperation partnerships and use the fund to support programmes and projects.Co-ordinate with SA national,provincial and local Government structures on South Africa's outgoing development cooperation.Provide technical advice on foreign policy in the areas of Development cooperation. Build and maintain close cooperation and liaison with international development cooperation agencies and other stakeholders on behalf of the Minister of International Relations and Cooperation.Maintain oversight for all SA's official outgoing. civil society and the private sector. Provide a Quality Assurance mechanism and effective Monitoring and Evaluation of all outgoing Development cooperation.Promote and market SADPA and projects and develop partnerships with relevant agencies.
