Job Title: Chief Director Programme Manager


The Department of International Relations and Co operations.

Salary: R934 866 per annum. This all-inclusive remuneration package consists of a basic salary, the States's contribution to the Government Employees Pension Fund and a flexible portion that may be structured in terms of the applicable rules.
  The successful candidate will be required to sign a performance contract.

Retirements: An NQF level 6or equivalent qualification coupled with suitable Executive Management experience. Proven knowledge or an in-depth understanding of SA's foreign policy, African development and international development cooperation. Excellent programme and project management skills. Excellent financial management skills and funding models.sound experience in strategy development  and knowlege management.sound knowledge of development cooperation risk management and audit requirements.

Competencies:

Knowledge and understanding of the legislative framework gorverning the public service. Knowledge and understanding of the PFMA,
1999 and Regulations. Knowledge and understanding of processes Agreement/Contract Development and Management. Problem Solving decision making. Analytical and strategic thinking.programme and project. Quality Management.


Duties:

Develop SADPA operational policy and strategy, framework,systems and tools for outgoing partnerships.Facilitate the development of programmes and/or projects in support of SA's foreign policy.Undertake/facilitate project feasibility,and facilitate programme and project implementation.Provide technical adnice and support to DIRCO and SA Missions on programme development and implementation. Conduct learning and knowledge management.Undertake quality assurance,review,evaluation and assessment of programme and/or projects implementation risks. monitor and manage compliance with contractual obligations. develop and manage a data-base of all SA's outgoing development cooperation initiatives.
