ORGANIZATIONAL LOCATION:
The Technical Specialist post is located in the Eastern and Southern Africa Regional Office (ESARO) of UNFPA, and is under the overall supervision of the Regional Director and the Deputy Regional
Director, while reporting to the Technical Advisor HIV Prevention. S/he is a technical specialist at the
regional level for integrated technical, policy and programme support on HIV with a focus on UNFPA’s area of responsibility within the UN interagency division of labour. The Technical Specialist works in an integrated manner with other technical and programme staff in the RO and other organizational units.
JOB PURPOSE:
The Technical Specialist post provides technical and programmatic analysis for the region in the area
of HIV prevention and thereby contributes to ensure that the RO and COs remain abreast of the Fund’s programmatic guidance. S/He provides technical assistance and programme support to the countries of the region in the area of technical expertise. S/he analyses specific regional HIV programming trends and contributes to programmatic action in response of these, contributing to the monitoring of UNFPA substantive areas being advanced towards implementation within national development frameworks and programmes.Working closely with the Technical Advisor HIV Prevention and other regional office staff, responsibilities of the Technical Specialist include: to conduct regional situation analysis and mapping of HIV prevention programmes in the ESA region, to document good practices ansuccessful programmes in country, to provide integrated technical, operational and programme support to countries and to assist countries in effective planning, implementation, monitoring and evaluation of HIV programme components within national and UNFPA programmes.In all activities, s/he works within an inter-disciplinary team providing integrated programme and technical support to the region. S/he also liaises with other units including in Headquarters and Country Offices ensuring the timeliness, adequacy, relevance and quality of technical support to UNFPA operations
The primary roles of the Technical Specialist are:

RESPONSIBILITIES:
A. Analysis for programme development, monitoring and oversight
•Provide technical and related programme management support to the regional and country programmes in the area of HIV prevention programming;
•Provide substantial inputs and provide support to implementation of the regional programme in the area of HIV prevention, grounded in sound substantive evidence and responsive to regional and country priorities;
•Contribute to the development, implementation and monitoring of regional strategies and initiatives;
•Identify and analyze trends in behaviors, service use, demand and service availability in the area of HIV prevention including its SRH linkages;
•Provide substantial inputs into the development of new or updated policies, positioning,
frameworks, guidance, standards, instruments and tools; and
•Participate in the UNFPA technical network in the substantive area, maintaining communication and feedback loops on all substantive work.
B. Provision of technical support and capacity development
•Contribute to the implementation of an integrated strategy for the delivery of technical
assistance and programme support in the region;
•Advise COs on the implementation and proper application of UNFPA policies, strategies, guidelines and tools on SRH/HIV programming in the region, ensuring consistency and coherence in addressing priorities for UNFPA;
•Contribute to products of technical support at key stages of UNFPA, UN, and national development planning exercises including CPDs and CPAPs;
•Provide technical support to and assist countries in identifying expertise in the developmentof costed national action plans for different components of HIV prevention, in particular
condom programming, HIV for key populations as well as social and behavior change programmes;
•Analyze technical and programmatic and substantive reports from the field and recommend required follow-up actions;
•Organize or contribute to regional and inter-country training activities for capacity development of COs/national/regional counterparts;
•Support the regional adaptation of training materials, manuals and tools in the substantive
area and ensure their availability and promote their use for capacity development;
•Monitor technical support received at the country level, in the area of HIV programming;
C. Evidence and knowledge development and dissemination
•Contribute to the regional knowledge platform on HIV programming;
•Collect, analyze and synthesize information/data and experience on programme priorities to be used in regional and global advocacy;
•Facilitate and help maintain and make accessible data bases on best practices, partnerships
and consultant rosters and help ensure their accessibility;
•Contribute to the analysis and synthesis of substantive trends, evaluation and research findings in the region in order to produce new, cutting edge technical knowledge on intervention effectiveness;
•Contribute to briefing and materials for evidence-based policy dialogues at regional, provide similar support at the request of country offices;
•Disseminate and promote the use of state-of-the-art technical knowledge, evidence, lessons learned, and success stories and ensure their use to improve the effectiveness of UNFPA operations;
•Contribute towards knowledge sharing in the area of work, and regional experiences of
working with UN-wide frameworks and instruments related to the new aid environment.
D. Programme management and coordination
•Prepare work plans and budgets for regional HIV programmes and consolidate country work plans for multi-country funding mechanisms such as UBRAF;
•Monitor implementation of regional and country office annual work plans in the area of HIV programming;
•Provide substantive inputs into development of partnerships and collaboration with other UN agencies and the UNAIDS Secretariat, particularly with the regional technical arms of these agencies and organizations, as well as with regional institutions;
•Contribute substantially to identification of sources of technical knowledge among institutions and consultants.

QUALIFICATIONS:
Post-graduate University Degree or equivalent in public health, medicine, sociology, demography,
gender, economics, international relations, international development, public administration, management or other field directly related to the substantive area identified in the title of the post
.
•5 years of increasingly responsible professional experience in HIV prevention, international
experience an asset;
•Demonstrated expertise in the substantive area of work and good understanding of the
evidence-base for HIV programming;
•Strong track record of HIV programming, and proven ability to produce demonstrable technical and program results;
•Strong verbal and written communications skills in English. French competency is an
advantage;
•Familiarity with results-based management and monitoring tools is desirable;
•Familiarity with ICT/ERP is an asset;
•Field experience is strongly desirable.
