Director Job at Nelson Mandela Bay Municipality in Port Elizabeth


JOB TITLE: DIRECTOR: INTEGRATED DEVELOPMENT PLAN

POSITION CODE: 5715

Salary R552 636 fixed per annum

(Basic salary only, excluding benefits)



In compliance with the Nelson Mandela Bay Municipality’s Employment Equity Plan, preference will be given to suitably qualified African (male) applicants.



Requirements:



    A relevant tertiary qualification (preference will be given to candidates with a Bachelor’s Degree in Town and Regional Planning).
    A Project Management Certificate or Diploma (a recommendation).
    Registration with a professional body (a recommendation).
    Computer literacy – Microsoft Office applications.
    A valid Code B driver’s licence.
    Work-related experience with a minimum of:

o        Five years of which at least two years must be at middle management level and at least  three years at any level in a role related to the position of the official; or

o        Seven years at any level in a role related to the position of the official.

    Satisfactory progress towards the attainment of minimum competencies prescribed by National Treasury for middle management level.

 Competencies:



    Excellent written and oral skills
    Excellent strategic and organisational skills.

 As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, security vetting and psychometric assessment.



Summary of duties:



    Managing the development, implementation, review and evaluation of the Municipality’s Integrated Development Plan (IDP).
    Developing and facilitating Council approval of and implementing a legally compliant IDP  time schedule for each financial year.
    Developing and sustaining statutory reports to the relevant sectors and government departments.
    Fulfilling budgetary and human resources management responsibilities in respect of the Sub-directorate.
    Keeping abreast of the developments and legislative imperatives supporting IDP development procedures and policies.
    Aligning the functionality’s requirements with operating capacity and capability.
    Evaluating and commenting on the applicability of specific key performance indicators (KPIs) and measuring these against outcomes detailed in the Municipality’s Business and Strategic Plans.
    Planning, coordinating and evaluating all economic and planning development activities in the region.
    Presenting action plans for future interventions, through the evaluation and monitoring of the Integrated Development Plan, necessary to achieve acceptable levels and standards of service delivery for consideration and inclusion in the Municipality’s short/medium-term performance and service delivery plans.
    Maintaining a corporate geographical information system.
    Developing and implementing a strategy for ward-based planning.
    Drafting and incorporating a city-wide development strategy in the IDP.
    Disseminating functional and operational information on the immediate, short and long-term objectives and current IDP developments, problems and constraints.
