Over view

ICAP at Columbia University (CU) seeks a Project Director (PD) to lead a program to strengthen capacity of local organizations to better support HIV prevention care and treatment programs in South Africa. The position requires a high level of technical, analytical, and managerial abilities, as well as experience and sound judgment. The PD is expected to provide vision, direction, leadership, and management to ensure the strategic, programmatic, technical, and financial integrity of the program. The PD will guide overall program administration, technical implementation and fiscal management and will be the primary point of contact with the funder, local government counterparts, and partner institutions.

This position is contingent upon project award and funding.

Major Responsibilities:

·        Work with technical and programmatic leads to ensure effective implementation and coordination of program activities and monitor progress toward the achievement of the program goals and objectives

·         Harness human, material, and financial resources appropriate for the program

·         Work with finance and program staff to develop and track program budgets

·         Ensure timely and accurate reporting of program activities and results to CDC

·         Present progress, achievements, and lessons learned to key stakeholders, including CDC, the government, and other implementing partners

·         Participate in planning meetings with CDC

·         Supervise and manage a national team, and provide oversight to several regional teams, of highly qualified staff and align their efforts with program goals

·          Handle all activities, outputs and outcomes that are related to project management and administration, including reporting, financial transactions, human resources, liaison and coordination, execution of project plans and reports, as well as the overall project performance management system

·         Provide technical leadership in the design, analysis, and synthesis of interventions

·         Assure the quality of technical interventions at national and district level

·         Assure the sustainability of interventions, particularly in the area of capacity building

·         Advise regional/provincial counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions

·         Troubleshoot to prevent and resolve potential problems and review outputs for quality control

·         Represent the program in all matters pertaining to the execution of program-related activities before the South African Government, CDC, and other partners, including interactions with the most senior levels representatives of these institutions

·         Cultivate relationships with the Department of Health at all levels and across various departments

·         Cultivate strategic relationships and alliances with the other USG partners and funders, including private sector partnerships

·         Serve as the primary advocate for the program with the South African Government and other national/international partners

·         Increase the visibility of the program through representation at high-level visits with the CDC and the Department of Health

·         Prepare briefing documents on the program at the request of CDC and/or the Ministry of Health

·         Identify and follow up on opportunities for research, survey and learning

 Education:

·         A Master’s Degree or higher in medicine, public health or a related subject area

Experience, Skills & Minimum Required Qualifications:

·          

      A proven record of excellent management, leadership, decision-making and interpersonal skills

·         Extensive HIV-related programmatic experience

·         Significant experience leading capacity-building initiatives

·         At least 5 years of senior level management experience in designing, implementing and managing HIV-related projects in developing countries

·         At least 5 years of experience living or working in a developing country

·         Experience working in collaboration with local government partners

·         Demonstrated experience managing CDC or other donor-financed projects

·         Strong familiarity and command of CDC regulations and compliance

·         Fluent English oral and written communication skills; ability to interact professionally in English. Fluency in at least one other South African language preferred.

·         Previous experience in South Africa or sub-Saharan Africa is preferred
