ICAP at Columbia University (CU) seeks a Senior Technical
Advisor for Key Populations who will serve as a technical expert, providing
leadership and guidance in the design, implementation and evaluation of a
project to increase the availability of comprehensive HIV prevention, care and
treatment services, with a particular focus on providing reliable coverage
across the continuum of care for key populations. For the purposes of this
program, these key populations include sex workers, gay men and other men who
have sex with men, transgender persons, and people who inject drugs.
This position is contingent upon project award and funding
Major Responsibilities:

Provide ongoing technical leadership for the
development, implementation and evaluation of the program
· Serve as an HIV/AIDS subject matter expert and
technical advisor in the area of key populations
·
Develop strategies to enhance the quality of
different components of a comprehensive package for key populations in priority
geographic areas
·
Develop strategies to expand access to each
service in the comprehensive package for each key population
·
Provide technical assistance to national and
local governments, as well as key population community groups and networks
·
Design and lead practical technical exchanges,
facilitated learning between the program, host country governments and
NGOs/CBOs and through broader south-to-south or regional strategies to promote
technical improvements in service availability at the national and local level
·
Design and implement strategies for
strengthening referral systems and linkages for the various key populations
using HIV prevention, care and treatment services
·
Design and implement strategies for improving
risk reduction, health seeking behavior and program management through the use
of technology and tailored approaches
Education:
·
A Master’s Degree or higher in medicine, public
health or a related subject area
Experience, Skills & Minimum Required Qualifications:
·
A proven
record of excellent management, leadership, decision-making and interpersonal
skills
·
Extensive HIV-related programmatic experience,
especially related to key populations
·
At least eight (8) years of experience working
on HIV programs involving key populations in international settings
·
At least five (5) years of experience living or
working in a developing country
·
Fluent English oral and written communication
skills; ability to interact professionally in English.
